Ibaraki City government provides parental allowances and medical expenditure subsidies to parents of children who live in Ibaraki City.

A child allowance is paid to a person or family raising a child, up to the child's 6th year of elementary school.If a person or family belongs to the pension system and has an income exceeding the conditions stipulated for receiving the full allowance, a special payment system may apply, to pay the same allowance for certain incomes. If you moved to Ibaraki City, you have to submit an income certificate from your previous address. If you have not yet declared your income, please complete your declaration of income to the Civil Tax Division, before application of the child allowance.

There is a medical expense subsidy system for children, up to the child's 2nd grade of elementary school. Parents who live in Ibaraki City and have completed their foreign resident registration, who have a child listed as a dependent on the parents' Health Insurance Certificate, can apply for this subsidy. However, there is a limitation for receiving this subsidy depending on the level of income earned.

This allowance will be paid to a single mother or a person rearing a child, and is provided until the next March 31 after the child's 18th birthday. The amount of the allowance varies with income of the parent or guardian. If you moved to Ibaraki City, you must submit an income certificate from your previous address. If you have not yet declared your income, please complete the declaration of your income at the Civil Tax Division, before application of the child dependency allowance.

There is a medical expense subsidy system for a parent without a spouse or for a guardian who raises a child or children under 18 years of age. This system is also for Children until March 31 at the age of 18 being raised by single-parent or a guardian.
However, there is income restriction with this subsidy system. The application requires your name stamp, health insurance card, and Foreign Resident Registration Card. Please contact us for details.
Handicapped Welfare Division (TEL: 620-1636)
The following passbooks are issued to applicable registered foreigners: the physically handicapped passbook for people with physical problems, the care and growth passbook for people with intellectual problems, the mental disorders health welfare passbook for people with psychological problems. These passbooks entitle them to enjoy various advantages. For details, please contact the Handicapped Welfare Division.
Senior Citizens Care Division (TEL: 620-1637)
The city government offers various services for elderly people, in order to help prevent them from becoming bedridden and the victims of dementia, and to promote their health, and enable them to live in self-reliance in the place of their choosing. Senior Citizens Medical subsidy (TEL: 620-1630)
People aged 65 to 70 are given subsidies for their medical expenses. However, income level limitations do apply. Peoples 75 and over (or 65 and over in certain cases of handicap) receive their medical services through the Old Age Health Insurance System as long as they are members of a public medical insurance program, such as the Health Insurance or National Health Insurance.
Senior Citizens Medicine Division (TEL: 620-1630) The Later Years Elderly Medical system for people aged 75 and over (65 and over in the case of certain handicaps). The Osaka Prefecture Later Years Elderly Medical Wide Area League will manage the insurance program. The City Government offers desk formalities and collects the insurance premiums on behalf of the League.
People reaching age 75 and the qualified handicapped between 65 and 75 years of age will be insured.
Foreigners living here longer than one year under a foreign resident registration should join this system. In principle, foreigners living here less than one year cannot join the system. However, a foreigner may be allowed to join after examination of the residence conditions if he/she is expected to live here longer than one year.
This insurance covers 90% of the costs at medical facilities. Please pay the 10% balance to the local medical institute. (People with large incomes will be expected to pay 30% of their medical costs.)
・You are required to report to the City Government when you enter or leave Japan, change your address, have changes in the composition of your family, a death occurs, or when you apply for or drop the National Relief.
・The insurance premiums statement will be sent to you in July. Please pay the insurance premium at any nearby bank.
